The government of Guyana has opted to create a sovereign wealth fund with the revenue earned from the offshore extraction of oil. This has not proven to be a straightforward exercise. Our first panel of 2022 offered perspectives on the economics, the ethics and the legislation involved. The panel consisted of Professor Tarron Khemraj (economist), Christopher Ram (of Article 13) and Mike McCormack (of Policy Forum Guyana).
